Equipment and Weapons: A multitude of equipment. He has access to the vast fortune (one of the largest in human history) of Vandal Savage, in addition to his facilities. With these at his command, Julius is capable of purchasing, constructing or, indeed if needed, INVENTING virtually any item he requires for a given task.
Powers:
-Immortal
Like his father, Julius is truly immortal. His body has ceased the aging process already with him arguably at his physical peak. In addition, this situation benefits him in a few other strange ways.
1. Julius does not appear to get sick, indeed he appears unaffected by any pathogen, natural or man-made, terrestrial or alien.
2. Similar to the immunity to illness Julius appears unaffected by toxins or poisons or even radiation. Whether this is linked to his healing factor or is an aspect of his immortality is unknown at the moment.
3. In a strangely linked facet of his immortality, Julius' body similar to his other immunities (age, disease, toxin) does not seem to produce any notable levels of fatigue toxins. As a result he is capable of exerting himself for an undefined, but certainly extensive level of time.
-Healing Factor
It may be a subset of his immortality or an unrelated power, but while Vandal himself has inconsistently displayed this power himself through careful genetic manipulation he has ensured the power more thoroughly displayed in his 'heir'. While not as fantastic as certain individuals he is capable of quickly recovering from debilitating, even crippling, injuries in a short time. Cuts mend almost as quickly as they are made, bones set in moments or minutes depending on the size of the bone and the nature of the break.
In theory he can heal from injuries that should kill an ordinary human in the span of a few hours (at the outside)... again, depending on the nature and severity of the injury.
-Ah, to have the strength of a giant would be glorious. To use it like one, tyrannous.
Whether it's caveman genes, or an aspect of his healing factor or just an undiagnosed mutation in his genes Julius possesses a degree of strength that can only be called 'Superhuman'.
With a concerted effort he is capable of moving weights up to 10 tons at a time. Although at this point the effort is strenuous and can tire him out for a period of time afterwards.
-Additional physical stats
While not as obvious or impressive as his physical strength, Julius also possesses a degree of enhanced speed and resistance to physical trauma. In theory he can run at the human peak, while is perhaps as hard to harm as a sturdy brick wall.

Vandal personally oversaw his education and made certain it was directed towards specific ends. Julius is highly knowledgable in machines and engineering as well as computer sciences but he especially shines in the areas of biology and genetics.

While he is unlikely to become the Sorcerer Supreme any time in the immediate future, Julius has taken some study in the subject of the occult, particularly those otherworldly powers that one can strike deals with to gain their ends.

Despite his young age, Julius is already adept at thinking like an immortal. Specifically, he has the patience of a man who knows he has, literally, forever to do what he wants. He thinks and plans in terms of epochs rather than months, or years.
-Chessmaster
If one wishes to rule the world, he must know how to plan and administrate. Throw in a dash of political savvy as well and you've got all the ingredients for a man who can move others across the board like chess pieces.
-Vicious combatant
As previously mentioned, Vandal Savage has lived and fought for long enough to have forgotten more about combat than most humans will ever know. Much of this knowledge he has passed to his son. While Julius himself possesses no particular style is it notable for being direct, effective, and aggressive. Combined with his healing factor and immortality it also means he has little problem continuing to advance on his opponent and soaking up whatever damage he needs to to get close.
-Highly Adaptable
While he is not impervious to damage or pain, he has learned a number of tricks for dealing with it. His brain functions are... different, much like Vandal's own and as a result he processes the sensation of 'pain' differently than ordinary humans allowing him to shrug off injury more easily than others and keep himself moving.
-The Secret Master
As the 'heir' of Vandal Savage, Julius has likewise inherited a great deal of influence off the bat. Although it would be difficult to claim he already 'rules the world' he is capable of exerting a great deal of influence in a number of spheres of events and will do so for a multitude of purposes. From achieving a specific goal, to simple spite.
-Consummate Actor
In order to maintain a public persona, Julius will over the course of decades, centuries, and millenniums need to adopt a number of identities. Will have to craft and remember backstories and play his roles over and over. As a result, he's had the skills needed to 'act' drilled into him.
Weaknesses: (3 minimum)
1.) I don't think I could hate you more.
Despite his efforts to be 'above it all' Julius is still an angry, spiteful man and if sufficiently angered will devote an inordinate amount of time and energy to simply screwing with someone's life out of revenge.
2.) Life Sentence
Living 'forever' has a serious flaw: statistically you'll probably be in a disaster eventually. Get trapped somewhere, or lost elsewhere... and without death you'll just be stuck there... well, forever. Bind him up in an impossible situation and he's trapped there until some unfortunate lets him out... if they ever do.
3.) I am in charge here
Simply put, his ego. He's meant to rule the world (in his own mind at least) and has little time or patience for dissent or being questioned. This tends to rub his potential allies the wrong way and leaves him out at sea when he really DOES need help.
4.) Bad form, old boy!
Tied to his first flaw, as Julius grows more and more frustrated and angry he becomes more unhinged. Devolving from a calm manipulative figure into a brutish, angry thug trying to smash through whatever has brought him to this level.

Personality:
On a good day, he is calm, manipulative, and conceited. On a bad day he is a force of rage with an utter contempt for the lives of those around him. His arrogance knows almost no limits as he believes he is meant to rule the world. After all, the human race needs a firm hand to guide it and who else but an immortal could see their works and goals from the beginning to fruition. (And, although he'd never dare say it aloud, his father has been trying for 50,000 years to do this with only limited success)
He has been raised as the 'golden child' heir to the Immortal Vandal Savage being brought up in a lifestyle that combined abject hedonism with the harsh training necessary to create a 'master of the world'. The result is a strange amalgam of aggression and passivity. He enjoys trying to nudge people into taking the actions he wants, but when denied his own desires has little problem devolving into brute physicality to achieve his ends.
The worst, though, is his ability to hold a grudge... to quote a certain vampire "I will have my revenge upon your entire bloodline. I shall stretch it out over centuries."
History:
Incensed by his daughter's steadfast refusal to bow to his desire and provide him with an heir, Savage eventually decided to take matters into his own hands so to speak. With his usual eye for practicality he sought a woman who could provide the right genes to truly give him a worthy heir to his title and his name. And he found one in the night-legendary martial arts master Lady Shiva.
So it was that Savage approached her with a deal, not unlike the one that gave the world Cassandra Cain. Vandal Savage is an immortal tens of thousands of years old, he has learned techniques thought long forgotten to the sands of time. He has forgotten more about combat than most humans will learn through a dozen lifetimes. And he offered to teach her. To show Shiva a glimpse of those thing she has learned, abilities he has mastered... and all that she needed to do was provide him with a child. An heir to raise as he pleased. Perhaps surprisingly, Shiva complied. Allowing Savage to remove one of her eggs in exchange for his... lessons.
And in time, Julius was born and named for perhaps one of Vandal's most well-known previous identities... Julius Augustus Ceaser.
His childhood was carefully monitored, Vandal would instruct his heir personally in a number of fields. Always making certain to get the most out of each lesson for him. The process was... thorough, for did they both not have all the time in the world, quite literally?
In time, the child grew up and he was allowed greater autonomy. And like any heir to an empire, he was slowly afforded more resources of his own to play with. While setting himself up, Julius would take on one of his father's unused titles yet again. The title of 'Baron', awarded nearly a century ago when he gave aid to the Germans in WWI.
True, it was mostly an ego-trip, but it was intended to let people know from the start who and what they were dealing with... their superior. With such fortunes and resources at his control the young immortal quickly set about his own goals... the same goals his father had always espoused: Control the world. Whether secretly, or through force. These plans were disrupted, however, nearly a decade ago by the Battle of New York. The loss of such a massive hub of commerce, culture, and communication had proven to be an... out of context problem for the whole word. Millions were dead and hordes of heroes and villains alike slain.
For Julius, however, it was just a power vacuum... one he intended to fill. He planned his movements out carefully, purchasing stocks in a number of arms companies, all under different names, through enough shell corporations and bouncing around in accounts to make certain they could not be traced back to him (or at least, not without supreme difficulty). This was step one, of course and it gave him an inroad to profit from the increased paranoia of the world, the ramp up on military manufacturing... and it made sure he had access to all the pretty new tools coming online.
Second, he started influencing politics. Contributing towards politicians who he could manipulate, or benefit from the presence of. Manufacturing scandals for their opponents, he had learned well from his father's great achievement "I eliminated the Justice Society with a few well-placed senators!".
Of course, such provincial concerns are only the first step. He knows he'll eventually need an army and he knows exactly where to get one... the world is full of new heroes, new villains and plenty of criminal and lawful organizations. Groups he intends to infiltrate, to control and to influence from behind the scenes until such time as he is fully prepared to to take control of the world officially and promote himself from 'Baron' to 'Emperor'.
He does, after all, have all the time in the world. Plenty of time to learn from his mistakes, to set things in motion and... to eventually win.

Julius stood from his preferred chair and moved over to the window, letting his gaze settle on the distance. Eight years ago this city had been ravaged by a massive battle... one of the largest in history, and New York was still recovering, albeit slowly. Some of that, admittedly, was Julius' own efforts. Manipulating who was going to get the construction contracts. Tying up the political lines just to deteriorate the careers of a few incumbents, so he could make certain his own handpicked politicians would take their place.
Of course, he reflected with a smile, it also kept the heat away from him (as if anyone knew to look for him, though.). The City needed everyone's attention, the heroes that still called it home. Even at street level, hoodlums, gangs, and petty criminals kept everyone busy. It was the perfect place to hide in plain site at the moment.
"What is the old saying?" The youthful immortal considered to himself, his gaze focusing on his own reflection now, rather than the half-built buildings. Speaking to his own reflection, perhaps to cut down on the presumed insanity that speaking aloud to nobody would indicate. "'If you can make it in New York, you can make it anywhere'." He asserted, tapping the glass thoughtfully a moment. "But the world is not a city, is it?" He asked before lapsing into silence once again, turning abruptly from his reflection and moving through the skyscraper-tipping penthouse. (After all, what else could be worthy of housing him... well, until he had a palace constructed.)
"I think it may be time the world becomes aware of me, mmm?" He considered after a few moments. Localized politics, messing with the lives of a few D-listers, it was far from his overall goal. The recent destruction had caused a lot of chaos, and his initial plans, he knew, had to be sped up. The backseat had plenty of room to stretch out in, but perhaps it was necessary for him to finally become the driver of mankind's fate...
