Equipment and Weapons:
Batarangs: Can be either remotely activated, set on a timer, or set to go off on impact. They have a few different settings.
-Speaker: can be used to transmit her voice, either for talking, misdirection, or her powers or any other uses she could find for it.
-Explode: does what it says on the package.
-Ice: explodes and freezes whatever it was attached to with a radius of 3 feet.
-Nanite spray: can spray someone with a tracking spray that will stick even if they change their clothes or discard the batarang.
-Flashbang: does what it says on the package.
Utility gauntlets: houses her Batarangs, grappling hooks (with CO2 cartridge for ejection), smoke bombs, handcuffs, rebreather and various medical supplies
Mask: the lenses have several different functions including night vision, x-ray, infrared, and ultraviolet. She can also have a mini map activated in the corner or overlayed on top of whatever she's seeing. It gives her text updates and is connected to her phone via blue tooth.
Costume: Unlike her brother's more armored suit, Dinah's is made of an impact mesh that evenly distributes blows, allowing her to take hits that would normally kill her and give her bruises and/or broken bones. It is also bullet proof for all normal ammo (weapons designed for super humans would be the exception.) It also is resistant to EMPs and electric currents, slashing damage, and extreme temperature changes.
Escrima Sticks: Charged at one end with an electric current, the escrima are made from titanium. When slammed together along their length, then sound out a powerful sonic disruption that disorientates even the strongest super humans. It's basically a one time use tactic as it takes time to recharge and is mainly used to make an escape.
Axel: Her guitar. Nothing overly special about it other than it's the one her mother bought her. It's a powder blue, Fender Stratocaster and it's what she composes all her songs on.
Powers:
Siren’s Call: Dinah can hypnotize people with her voice if she puts effort into it. People with stronger wills may be more resistant to it, but she can easily capture a crowd’s attention and keep it. She can also mimic other people’s voices expertly, even if she’s only heard them one time. Non-living things are a bit harder for her to do.

-Musical Genius: since she was little, Dinah has always had a knack for song. Writing, composing, playing has come naturally to her. While she prefers her chosen genre of Heavy Metal, she can be caught humming or whistling anything anywhere from orchestral music to pop music. She prefers to use classical while in costume, usually humming "in the hall of the mountain king" if she's feeling particularly feisty.
Savant: While not as good at science and chemistry as her brother, Dinah is extremely gifted at math formulas, spacial reasoning, spotting patterns in seemingly erroneous data and physics.
-Polyglot: Dinah loves words, loves languages. And thanks to her ability to sense patterns, picking up languages is rather easy for her. She’s fluent in English, German, French, Spanish, Portuguese, Italian, Russian, Farsi, and Japanese. She’s still getting the hang of Vietnamese and Chinese with their inflections causing her some problems.
-Business savvy: while not nearly as keen or knowledgeable as the rest of her family, Dinah can negotiate record deals and understand the business side of music to the point she opened her own very successful label.

Hey wait! You’re that one girl! Being a Celebrity does not come without it’s problems. Dinah has problems going out in public without being recognized some times. It can hinder her ability to get away and change into her costume to save the day or investigate anything out of costume.
Sex, Drugs, Rock and Roll Dinah had at one time a rather horrible drug and alcohol addiction. While she’s been sober for a few years now, every once and awhile she is tempted, being surrounded by it a lot of the time either on tour, at parties or in the studio.
SHHH, no talking. Dinah's powers only work if she can use her voice or otherwise make noise like whistling or humming. And she must be using it in some form of melody, song or rhythm kept at a consistent pace to keep control. If she can't make a sound, or is interrupted, her control over whoever is also stopped.
That’s my brother you’re talking about there! Dinah can be a bit over protective of her family and friends. She has no problem punching people who talk out of turn or who are behaving badly to anyone she cares about. This can lead to tension and misunderstandings and she can be drawn into dangerous situations if she thinks they are in trouble.

Personality:
To the public, Dinah is every bit what a rockstar should be. She parties, she drinks, she swears like a sailor, she's loud and has an opinion on everything, even if it might be wrong, and loves to be in the spot light. She's always fiddling with her hands, drumming out a beat or playing a few invisible strings, an excess of energy. But that's just a persona she puts on for the public. It makes it look like her and her brother are two peas in a pod. And they are, but while his mind is going a million miles a minute trying to figure out schematics or several things at once, she's more focused, devoting her attention to one or two things more fully. Her mind works on problems in the background while she focuses on other things. She's still very opinionated and loud, but she is very thoughtful in her conversations with people who know her. The only time the public sees that side is when she puts it into her music.
As Nightwing, that persona falls away, leaving her to be as serious as a situation requires. She can be a dog with a bone if she thinks something's amiss. Dinah has always taken her role as a hero seriously, and while she will let out the occasional quip, she is there because it's her job and she's going to do it. And she really loves her job.
It is worth noting that she also swears. A lot. And in many different languages.
History:
Dick and Barbara had always behaved like ships in the night. Fleeting glimpses and quick romantic trysts, but always on the move. Barbara had her Birds of Prey and Dick had the Outsiders, Justice League, Teen Titans, anything to distract him from his heart ache. But soon enough a healed Barbara would show Dick exactly what he needed, her. They picked up their relationship from where they'd ended it and soon enough were married. The wedding was a massive deal, set in the abandoned Mount Justice. Only two villains crashed it causing minor chaos so it was deemed a successful party. It didn't take long before Batgirl became Bat-Mom. Dick was an extremely overbearing and nervous father to be. Primarily due to the Bat-family's history of family tragedy. But the pregnancy and births went off without a hitch and Barbara gave birth to twins. They decided to name their daughter after Dinah Laurel Lance, Barbara’s best friend.
It wasn't long until the two young children began their training. As opposed to hiding it, which they knew from friends' experiences rarely worked, they decided to embrace it. Of course they didn't go full into mom and dad being heroes right away. Dick taught his children acrobatics as well as hand to hand combat. Meanwhile Barbara worked on training their minds as well. Soon enough the truth was revealed when the kids were about 8. They were put through the same test as their father was, surviving all night on the streets of Gotham without being caught by either of them. The two worked together well and adopted the names Blue Robin and Blue Canary. They worked well, being sidekicks for their father and mother before joining the Teen Titans with their 'uncle' Thomas, or Robin. Dinah fit in rather well with the Titans, taking her role seriously. She was a legacy after all, and this was how she learned how to work in a team and temper her powers.*
Ah yes, her powers. They developed much earlier than her brothers, in the middle of class one day. It had been quiet while everyone was working on some multiplication tables. Dinah, as she was wont to do, began to whistle some inane tune. It took her a moment to realize that no one else was doing their work anymore as she looked around. They all seemed to be swaying in their seats or, in the case of the teacher was at the board writing out the song she was whistling, note for note. The moment she stopped, so did everyone else, very confused as to what was happening. From that moment on, Dinah was in training to control her new power. She still has trouble sometimes when she sings, trying to control it if she gets too emotional.
When she was fifteen, she decided to start her own band, since her mother had given her a guitar for her and JJ’s birthdays earlier that year. They were mildly successful at first, playing a few small venues and the like. Both Babs and Dick were worried that putting Dinah in front of a crowd with her ability might be disastrous, but they believed in their kids. And then the battle happened in New York. Dinah dropped whatever recordings she was doing at the moment and went to go help. Needed to go help. It was in her blood. She tossed on her old Blue Canary costume and joined the fray. But she wasn’t there in time to save her mother, or her father from his broken back. It started a downward spiral for her, just like her brother.
She dove into her music, writing furiously. She put everything she had into that album, all of her feelings, all of her pain and grief. And it put her on the international stage. She was an overnight sensation. It was a lot for a 17 year old to handle. And she did not handle it well. She took the Rock and Roll lifestyle by the horns and it tossed her around. Drugs, booze, sex, anything she could get her hands on to numb the pain, to fill the hole in her heart. Her father and brother pleaded with her to come clean, to sober up, but she pushed them away and just dug deeper.
The turning point came one night, after a show as Dinah was walking back to her hotel. She was high as a kite, stumbling around, completely unaware of her surroundings. she had been getting fanmail that would make anyone else worried, but she was a superhero. Unstoppable and well trained. She dismissed the troubling letters and went on with her life. She should have been paying attention.
A man came after her, having fixated on her for so long. She was blindsided. He got one good stab in before her instincts and training kicked in. She had him taken out within seconds, but that one good shot had done its damage. The knife he'd attacked her with had gone through both her liver and kidney and left her in the hospital for days. It gave her time to sober up cold turkey, which was not a fun experience, especially with the stitches and kidneys not at peak performance. While there, she had a moment of clarity. She wouldn't drink, she would do drugs anymore, and not only because her body wouldn't be able to handle it. She had neglected her life. She'd pushed away friends and family, her band was falling apart, and she'd been sorely lacking in the hero department. And her mother...well she knew her mother would have been ashamed of her, would have been deeply disappointed in her and how she was acting. So she took a break, from everything. Focused on herself and her family, making sure she could handle being constantly tempted by the world she decided to live in. She made lifestyle changes and went back to being a hero, putting all her effort into it. Soon she was a member of the JLA and no one questioned her commitment to the team, to the cause, to saving the world.
She got a tattoo on her side, to cover up the scar, but not the reminder. It said "tomorrow is promised to no one" and it was a lesson she needed to remind herself of every day.
She got back on track, got her band back to what it once was and even hit the studio, using her revelation as inspiration, to make what she thought was one of her best albums. She reforged her friendships and seriously begged JJ to let her get to know her niece. All while maintaining a hero identity.

Dinah started out slow, her eyes closed as she heard the track playing over the headphones in the booth. They had already recorded the music, now they just had to lay the audio track over it with her singing. She sang into the microphone, letting her feelings voice themselves in the song.
"Am I brave enough?
Am I strong enough?
To follow the desire
That burns from within
To push away my fear
To stand where I'm afraid"
Emotions flooded through her, memories filled her as she sang, remembering how she felt when she wrote this song. What the lyrics meant, to her, personally. She was knocked down, but she always got back up. It was a promise, to herself, when she had been at the bottom, that she'd always get back up.
"I am through with this
Cuz I am more than this
I promise to myself
Alone and no one else
My flame is rising higher!"
There was a faint noise, that made her flinch, but she kept going, feeling good about this take. They had to get it laid down, they were behind schedule for this album. She kept going.
"I am the fire
I am burning brighter
Roaring like a storm
And I am-"
"-inah! DINAH!" Her eyes snapped open and she looked around, ripping off the headphones. She'd done it again. She'd put a little too much oomph into that song and everyone in the booth was just entranced, their eyes all glossed over and mouths open, just staring. They started to come back to themselves, rubbing their heads trying to figure out what happened. She mouthed a silent thank you to her manager, who wore special earbuds just for this purpose. She winced as she put down the headphones.
"Damn it...Take five guys, I need a small break. I'm sorry." She stepped away from the microphone and walked over to the door, running a shaky hand through her hair. She had to learn to keep her emotions in check. On stage she was fine, she was perfect. Electric even. But in the recording booth...She was still having issues. And she had to make sure that take didn't make it anywhere.
"Dinah..."
"I know, I know...I got a little too into the song. Let's shelve that one for today until I'm more comfortable with it, hmm?" She looked expectantly, imploringly at her manager. He just sighed and waved her off, going back into the control room to delete that take. He didn't need it getting out that she really was as hypnotizing as they liked to pretend.
