Equipment and Weapons:
Weather wand: By manipulating the composition of air particles, (Oxygen, Nitrogen, Carbon Dioxide etc), it’s able to create weather patterns and/or disasters.
Blizzards - The Weather Wand can create harsh blizzards that coat an entire city in snow, thus generating a permanent winter.
Thunder & Lightning - The Wand can generate large-scale thunderstorms that spew bolts of lightning wildly around the general area. The Wand can also generate bolts of lightning at a specific area or target.
Fog - A thick mist can be created by the Wand, granting the user the ability to move throughout the fog unseen.
Intense Heatwaves - The Wand can generate intense waves of heat that cause heat cramps. When a human body is exposed to temperature above 150 degrees Fahrenheit it begins to create incredibly painful and long lasting muscle spasms. This eventually leads to exhaustion and heat stroke, which if continued can lead quickly to death.
Air Currents / Harsh Winds - The Wand is able to generate powerful winds and air currents that can blow targets or objects away with relative ease. The user of the wand can also manipulate air currents in order to grant them flight & levitation.
Tornadoes - The Wand can create large and powerful tornadoes out of thin air at incredibly quick speeds. These tornadoes are fully capable of tearing down entire cities with relative ease.
Floods - The Wand can generate large floods or tidal waves.
Precise Storm Creation - The Wand grants the user an incredibly precise level of storm creation & weather manipulation. Her father has used this wand to create hurricanes and tornadoes within the stomachs of various foes thus causing them to explode from the intense pressures.
Gun: Mal keeps a small handgun for extreme last resort situations. She rarely keeps it loaded, thinking the sight of a gun will suit most of her purposes.
Taser: Small taser for self defense or to immobilize guards when she doesn’t want to use lightning or feeling more subtle.
Costume: A bodysuit she usually wears under her clothes that helps maintain her body temperature from the varying extremes in temperature due to her powers. She cannibalized her father’s old suit to make it and it’s lightweight, waterproof, and gives some protection against the elements.
Goggles: Have several filters on them, from regular UV and polarization to stronger stuff so she would not be blinded by lightning flashes, or any of Aaron’s flash grenades.
Powers:
Empathetic Weather Manipulation: Mallory is able to summon tornadoes, lightning, wind, rain or most natural phenomenon, on any scale. With her weather powers she can also localize weather, create hail, lightning and other destructive forms of weather. She can also produce blizzards, summon lightning bolts, fly using air currents, produce fog and generate winds. Mistral can essentially produce any type of weather pattern imaginable, as well as other natural phenomenons such as tornadoes and tsunamis. The level of intensity can fluctuate depending on her emotional state. When she focuses, she has control over the big things but still uses her father’s Weather Wand for more finite control.
When not in full control, the weather is a great indicator of her mood. Rainy when sad, stormy when angry, dry air (perfect for creating static electricity) when agitated, windy when scared or frightened.
Skills:
Acting [intermediate]: While not on level with some Hollywood actors, Mallory can play a convincing victim when needed. She also is a good straight man to any cons Aaron comes up with.
Sleight of hand: mainly used for picking pockets or stealing food when she’s hungry and low on funds.
Smarts: While not traditionally educated, Mallory did love learning. She actually enjoyed her days in a classroom, when she had them. She’s mostly self taught, so there are some areas she excels at like meteorology (obviously), physics and math, but is not so good with biology or chemistry or literature.
Street Smarts: Mal is accustomed to living on the streets, knowing who the bad elements are, who to stay away from and who would be good to steal from. Every city is basically the same to her once she gets acclimated.
Fast talking: Mal’s smart mouth does tend to get her into trouble. She’s pretty quick on her feet to talk her way out of some more dangerous situations when she doesn’t want to resort to using her powers.
Weaknesses: (3 minimum)
1.) Wizards Have Crappy AC: Mal is too reliant on her powers to be effective in an actual hand to hand fight. Besides her powers she is completely human and can and will die if shot, stabbed, or poisoned. She can get sick (which would cause it's own weather related issues). She has limited fighting capabilities which could also make her a hindrance more than a help in some cases.
2.) High Pressure System: Complete control over her powers is something Mallory only wishes she had. While she tries to keep her emotions in check, she is not always able to. This can lead to problems in the middle of a job if her powers decide they want to react to her emotions rather than her will.
3.) No Touchie!: Mallory doesn't really liked to be touched unless she knows and trusts the person doing the touching. Gentle touches and shows of affection are not something she received much in her formative years so her first instinct when someone touches her is that there is malice behind it. This can lead to some extreme over reactions, such as the person being blown away by a strong gust of wind.

Mallory is, at first glance is your typical average rebellious teenager. She has a problem with authority, any authority really, and her mouth very loudly admits it. She's a "troubled teen" with an attitude problem and a back catalogue of issues more than National Geographic. She doesn't like people, doesn’t really think they can do anything for her other than hurt her. There are very few exceptions, of course. But on the whole, she has no trust or faith in humanity.
But if you get past all the bluster and her thorny exterior, you find a vulnerable girl, trying to figure out where she belongs. Her powers scare her much as they scare anyone else, and more than anything she either wants to learn how to control them or remove herself from the board if she becomes too much of a problem. She doesn’t like letting people close because it’s easier to go if people think she’s a bad guy.
History:
Mallory Mardon had the unfortunate luck of being the product of a one night stand between Cynthia and Mark. And for the first few years of her life, she was a pretty normal child. Sure, her mother never made the connection as she got older that whenever she was upset, storms would spring up. One such storm occurred one night when Mallory was 5, when they were driving home from Cynthia's parents. Mallory was throwing a temper tantrum in the back seat and her mother could barely see the road through all the rain and it had started to turn into hail as she drove. A rather large piece struck the windshield, cracking it and causing the car to veer off the road and crash into a tree.
No one found them until morning and by that time she was already on Mardon’s radar. He’d been tracking the random weather patterns Mallory had been creating, trying to pinpoint who had been creating them for the past few years. He knew that the storm had abruptly stopped at the same time the car crash had occurred. After having found out who had been in the car, he knew Mallory must be his kid. It had happened once before, with his son Josh, but he had never been able to figure out how he could control the weather without the wand before he was killed by Inertia.
He would not make the same mistake twice.
Rather than let Mallory be raised by her grandparents, Mardon kidnapped her from them and spent the next few years trying to figure out how she worked. He would poke and prod at her, trying to see what kind of reactions and control she had over the weather. He’d negate any big storms with the wand so as not to draw unwanted attention, and when his wand couldn’t do it, his fist worked just fine.
Mardon didn’t show much fatherly affection to his daughter, the only place she would get any sort of attention was when she got older and he felt he had enough control of her to bring her around the other Rogues. She had learned some control by then, if only because she was afraid of the consequences.
It was then that she met her best friend, Aaron. It took her a little while to open up to the boy, afraid to do much of anything that would anger her father. But soon the two became thick as thieves. And Mallory started to grow a spine of sorts. She opened up to Aaron, told him about parts of her life, and learned that what her father was doing to her was not good, or normal. In fact, it made Aaron rather mad. They both agreed that killing Mardon would be too good for him. So they devised the “ultimate prank”, they would frame Mark Mardon for murder.
They picked what they thought was a rather deserving target, and Mallory swiped her father’s weather wand and costume for Aaron to wear, while she planted evidence against him and did all the actual weather controlling off camera. With all of the evidence against him, including the rather damning security camera footage of the murder, Mark Mardon was convicted and sentenced to life in prison. And Mallory was free to do whatever she wanted.
For awhile, she tried to be normal.Tried to get an actual job. But with her crappy education, the only job she could get was as a waitress. That lasted all of a week before some guy playing grab ass caused her to blow out the windows of the entire diner. She decided to do things Aaron’s way, finding it was much easier to take what she wanted than to have to work tirelessly for it. So now she terrorizes the Twin City area as Mistral, using her powers to take what she wants or simply just for fun, trying to gain more and more control every day.

Leaning back in her chair, Mallory, rested her ankle on her knee, holding the phone to her ear as she looked at her father through the bulletproof glass. Everyone around them was talking, having familial conversations and it all faded to background noise for her. She lifted her foot and put it on the small table in front of her, waiting for him to pick up the phone on his end. He clenched his jaw and reached for it, leaning forward as it slowly came off the receiver.
“Why do you come here, Mallory? Every year?”
“Why do you keep me on your visitor’s list?” Silence reigned once again as they looked at each other. Mallory’s mouth twitched as she pushed back with her foot, rocking the chair onto two legs. Mark regarded her coolly as the silence kept on. Finally she dropped her foot and the chair slammed down. She grinned.
“I come here for the simple satisfaction. You in there. Me out here. That’s all I need really. Keeps me going.”
“Now you listen here, you little-” Mallory hung up the phone and flipped her father the bird before heading outside. Today wasn’t such a gloomy day yet. There were a few clouds in the sky over the Twin City area but other than that it was nice. Not too hot, not too cold, perfect walking weather in a park. Which is exactly what she decided do after she left her father rotting behind bars.
Mallory didn’t mind the park, though it seemed lots of people had the same idea she did. Lots of joggers, people with dogs, or babies. Most people steered clear of her, which she didn’t mind. Stomping around in combat boots tended to give her an air of “don’t bother me”. Also they were comfy and good for kicking people in the crotch so she tended to have several pairs.
Stopping by a pavilion that seemed to have a kid’s birthday party going on, she watched. The parents were all standing around gossiping, drinking what she was sure was not punch, completely ignoring the kids. The kids all seemed to be under the thumb of the birthday princess. The tiny tyrant was holding court and everyone was either listening to her or doing their own thing and having her yell at them for it. All except one kid, off by himself, looking a little sad that he wasn’t asked to join in all their reindeer games. Shoving her hands in her pockets, she slinked over and leaned on the outside of the pavilion next to the kid.
“Hey.” He looked over at her, startled. He pushed his glasses back up his nose as he turned to face her. “You having fun at this party?” He shook his head.
“Yeah, didn’t think so. Wanna go home?” He nodded. She pulled a compact umbrella out of her pocket and handed it to him. “You’re gonna need that.”
She held up her hands as the sky grew dark and clouds swallowed up the sun. Even the screaming children and gossiping parents grew quiet as it grew dark. Thunder rumbled as Mal grinned and wiggled her fingers, the kid watching her wide eyed and slack jawed. Then she clapped her hands and the sound that came out was a deafening thunder crack as lightning lit up the sky. Then the sky opened up and the rain began to pour down in sheets. The children shrieked and the parents yelled, trying to herd them all to somewhere dry and out of the rain. The kid in front of her laughed and opened the umbrella, running over to his dad. Smiling, Mal wandered over and grabbed an abandoned piece of cake before it was completely destroyed by the rain.
All in all, not her worst birthday. She even had cake! Not a bad birthday at all.
