"This is War Machine requesting assistance," Rupert said, speaking into his communicator, "Disturbance in Metropolis." Any Avengers in the area would hear that and hopefully respond and, well, either T'Shan or Ginnie would probably be able to make it there in time if they weren't. He wasn't sure he needed backup for this, but if possible, regulations called for the threat to be dealt with as little violence as possible, and a large show of force would be one of the best ways to deal with that. Rupert knew that the others tended to give him some ribbing about his insistence on codenames and regulations, but it was worth it if he could do things the proper way.
The situation, sadly, was one that Rupert came across semi-regularly. There were a group of thugs who were trying to hold up a bank, and they'd brought along somebody with a suit of power armour to act as muscle. Of course, it wasn't going to be in the same league as Ginnie or even Rupert's suit. Probably just a few metal plates with a motor or something. But still, the police apparently didn't want to tackle it themselves. Rupert had just happened to be in the area to to respond.
Rupert took in the scene pretty quickly as it came into view and he flew towards it. There were wrecked cars smoking and overturned in the street and traffic had stopped. As he got closer, he could make out a group of people bursting into the bank, while somebody in a metal suit waited outside. He took a second to evaluate the situation, and in those couple of moments, he saw somebody try and rush the metal figure, and get thrown back at least thirty feet. They didn't get back up. So the suit was pretty tough. Well, he'd just have to put it to the test.
He cracked part of the pavement as he rocketed down, landing in the typical powerstance, on one knee with his foot to the ground. Not technically regulation, but it was just fun sometimes. "This is War Machine, of SHIELD and the Avengers," He said, his voice amplified by the megaphone in his suit. "Put down your weapons and surrender, now." He waited a few seconds and nobody moved, and then the figure in the metal suit began walking forwards. "Alright," Rupert said, not into the megaphone, and walked forwards to meet him, readying his weaponry.

The scanner picked up a signal from War Machine of all people. Jor was confused by his presence in the City of Tomorrow, but he enjoyed meeting new heroes. He had decided to go out on a patrol while Zoey shopped for groceries. Jor had found that patrolling Metropolis in his new blue, red and yellow costume reassured the population of the city. Since Superman was indisposed, it made them feel like someone wearing the shield was keeping an eye on the city. His teleporter materialized him on a nearby rooftop and the Kryptonian scientist surveyed the situation carefully.
There were several beings entering the bank, while one person in an armored suit stood guard. This would have been easier when Jor had his powers. A scan of X-ray vision to find the power core and a quick blast of heat vision would have turned the armor to a human sized paperweight. Now, he didn't have those powers, so there wasn't much he could do from a distance. Jor jumped off the building and used his suit's anti-grav generator to slow him and allow him to float down near Rupert, red cape billowing behind him.
"Hello, I am Superboy. Welcome to Metropolis, War Machine. It is an honor to meet you." He looked at the cracked pavement from the landing War Machine had made and let it go. The landing was messy and inefficient. Not to mention costly, damage wise, but it wouldn't do for him to speak down to an established hero like that. Jor just made a note to fix it himself later. War Machine was here to help after all.
Jor made a cursory scan of the damaged cars around. He could see the person who had been flung away wasn't moving. There wasn't much Jor could do without his super speed. He could attempt to doctor the person, but War Machine would need help containing the situation first. At least until others arrived. When the armored being didn't put his weapons down, Jor walked forward with War Machine and shook his head. "I believe that if you said please, it might have more effect. That is supposed to be the magic word, they tell me. Is there any truth to that?"

Unfortunately, the guy who built the suit hadn't thought to add anything to increase the wearer's speed while wearing it, and there was a fair bit of road between the two of them. So, while the power armoured figure wasn't making bad time for a guy who was effectively wearing very heavy full plate armour, it was gonna take him a while to reach Rupert. Twenty seconds, perhaps? Well, it was twenty seconds not spent hurting people, and that was fine with Rupert. As he watched the figure approaching, Rupert's scanner picked up something moving towards him quite slowly, and he turned, preparing for an attack from the side. Delta, following his lead, turned the minigun to face the attacker.
Seeing as the figure was in a bright costume and floating, Rupert felt it was safe to assume that it was a superhero of some kind. SHIELD hadn't yet made him cynical enough to suspect people in tights of being enemies in disguise. "Pleasure, Superboy," Rupert said, his armour modifying his voice and making it sound more electronic. He turned around, the minigun following his lead, as he watched the figure advancing. "Your city throws one hell of a welcome party."
Rupert was keenly aware of the bank robbery in progress, but he was more focussed on the guy in power armour. The police could handle a group of thugs, even bank robbers. People who built their own suits, however, were SHIELD's jurisdiction. Rupert, of course, suspected that if SHIELD liked what they saw in the remains of the suit, they'd let the guy out of jail early and give him a job, but it wasn't his job to question orders. He'd known what sort of organisation SHIELD was when he'd joined, and he knew what they did.
Superboy's question brought a frown to Rupert's face, but he didn't bother to question it. Super, wearing blue and red, in Metropolis, he was probably going to be a bit weird. "Worth a shot," Rupert said and, humouring Superboy, he spoke into his microphone again, "Stand down, please." To offset the politeness, however, he raised his left arm and empted a clip into the guy's suit. They were armour piercing bullets, but they didn't seem to penetrate. The guy knew his stuff, clearly.
What they did do, however, was inspire the guy to move faster, from a fast walk into a moderate jog. "I don't think he's listening," Rupert said, and made his own way forwards. "Superboy, what can you do?" He didn't want to throw the boy into danger, but if he could help out, Rupert could find something for him to hit.

The minigun swung in Jor's direction and he gave a smile. The red and yellow classic 'S' shield was on display. He hoped that would be enough to convince War Machine not to open fire, but the man was acting like a soldier and that made sense to Jor. At least that was the conclusion he'd made from his studies on human psyches and how they operated. He had decided to take up more studies after his previous encounter with the Avengers.
"I assure you that this is not the standard welcome party we usually throw." The Kryptonian boy paused. "This is merely a Tuesday afternoon."
As the bullets bounced off Jor watched carefully. The armor was well constructed. War Machine's armor should have punched right through it, so clearly the designer knew what they were doing. "Thank you for humoring me." The armored man attacking them fired an energy pulse towards War Machine. Superboy stepped in front of it, letting his invisible energy shields soak up the damage. He gritted his teeth. His Kryptonian shields were good, but they would not last forever. He wished once again to have his heat vision back, briefly.
"I can do much to assist you." The Boy of Steel threw his hands out and fired twin beams of energy at the running mass of metal. The force blasters were not as potent as his original blasts, but anyone hit with them wouldn't know the difference. They would know they were in a fight though.

Rupert was beginning to think that it was looking more and more likely that the builder of the suit was going to wind up with a reduced sentence and a job. When he'd heard 'homemade power suit', he'd assumed somebody had melted down some saucepans and put in a motor that actually allowed it to run. Nope, it looked like this one actually had some engineering merit behind it, especially if it was bulletproof. "Normal Tuesday afternoon, huh?" He muttered, "God I'm glad I live in New York."
Rupert's level of admiration for the engineering only increased as an energy pulse was fired. Of course, it was dangerous, reckless and morally bankrupt, but for a guy working out of his garage, it was pretty impressive. He knew his armour could take the hit, so he continued to stride forwards, but then the kid darted out in front of him. "Superboy, watch it!" He said urgently, picking up his pace to try and knock the kid out of the way, but he was too slow, and the pulse hit. Rupert was half-expecting to have to get the kid to a hospital, but when the energy flare faded, before his optics could cut through it, the kid was unharmed. Well, that explained the 'super' part of his name. "You definitely can." He commented. And here he thought he might have trouble.
His scanners could make out that the pulse Superboy fired back packed a lot more of a punch than the one that had been fired at them, and it showed. They hit the power armoured guy in the torso and knocked him back. Rupert was impressed the guy just about stayed standing. "Nice shot, kid," He said, "But if I were you, I'd hang back. Thanks for softening him up." Sure, the kid could take and give a decent blow, but the last place Rupert wanted someone his age was in the middle of a punch-up between two sets of power armour. Even if it wouldn't need a lot of paperwork, Rupert didn't want to risk a kid like that. It wasn't that he thought he was going to lose, more that he didn't want to risk any collateral.
With that warning given, Rupert took off, using his repulsors to give him a short bit of boost through the air, just enough to carry him to the recovering figure in power armour. A punch was thrown, and Rupert was surprised to see his armour readout turn red for a bit. Apparently the cobbled-together suit had some muscle as well. "That's not very nice," He said, and lashed out with a much stronger blow.

The pulse hadn't rattled Jor, but he knew that his suit's cells could take two or three more pulses like that as long as he used the force blasters sparingly. Of all the technology in the suit, those two drew the most power. It made sense to conserve the offensive power, so that he could keep his defensive systems operating as long as possible. War Machine praised the boy of steel and suggested the he stay back. Though Jor did not wish to let him do all the work, War Machine was an Avenger and did outrank him. Blue Bat and Captain America had been very clear on those regulations.
"By your command. I will remain here and cover you, while you fight."
War Machine entered combat and Jor saw the opponent hit his armored ally. Though he didn't have his fully enhanced senses up yet, the Kryptonian noted that there was a measurable impact against Rupert's armor. This armor was clearly stronger than it looked. The wise thing would be to destroy it, but he knew that if he did that then they would not be able to find where it came from.
While Jor was pondering this, two of the robbers came out of the hole in the bank. Jor immediately noted that they had heavy weapons of some sort. After a moment of looking, he'd realized they were laser weapons. They could do damage to the general population. Maybe not him, but possibly to civilians or even War Machine. He had his orders to hang back, but common sense overrode that. Jor increased his shield output and jumped into the air, landing in front of the two thugs.
"Please put your weapons down. You are not as durable as your friend and I would not wish to hurt you. Medical expenses can be very costly and you will have to deal with those as well as court costs. I do not wish to burden you with those."
The henchmen looked at each other and then fired at Jor. First a few bolts hit him, followed by concentrated energy beams. That was mildly annoying. Not to mention Jor could feel some of the heat through the field. He made a note to try to compensate for that in the next upgrade for the shield generator. Hopefully, he didn't end up with too bad a sunburn or anything from it. That would be harder to explain to someone.
The Boy of Steel pushed forward through the beams, much to the surprise of the two men. Jor grabbed one of the rifles and pulled it from the villain's hands. The other stopped firing and just stared for a moment. "This was impolite. You are what my friend Adam would call mooks. I see why now." The gun started beeping and Jor looked at the screen on it. "Oh, it is biometrically coded to the person..." He looked up and saw the two men darted back into the bank.
"Oh, dear."
The rifle exploded in Jor's hand and sent him flying back into a parked car. His shield dispersed most of the blast and impact across it, but the scientist knew his generator wasn't happy about it. That had taken up far more energy than he had cared to use today. He'd have to cut his patrol short. That was disheartening. Not to mention that he also ached all over. Superboy sat up and gave a thumbs up to War Machine.
"I believe I learned my lesson there."
