Walt sat with his legs dangling over the edge of a skyscraper, ravenously tearing into a slice of pizza. His practice of dashing into his favorite shop and replacing a pie with the cost in cash and a generous tip had made him rather infamous at the establishment, and the painted windows at the entrance to the restaurant now boasted that they sold "The Speedster's Favorite Slice!" He might have been affronted, if he hadn't technically been stealing from them, and if they hadn't been right.
Walt finished his slice, yawned, stretched, pulled up his hood, and raced against the sunrise, eagerly chasing the first sign of trouble the day had to offer.

You're as cold as ice and you never take advice Central City. This was the place she was born. The place she was from, yet she held no memories of it. All she knew was from what she gleamed from her siblings. That was still an odd prospect. She had siblings. Two of them, as a matter of fact. One with a striking resemblance to herself, her twin she never knew she had. And the other, an older brother. She'd been in this city a couple of times, once to meet her real father, and a few other times outside of that to do some work with her brother. She had to admit, it was all good fun doing a heist with a team. Especially when she got some form of pay out of it. But this time, she wasn't here to work with her brother. This time, she wanted a little fun of her own. She just had to follow the golden rule: don't kill without reason. While she didn't agree with it, she could follow it. No, she wanted to get a certain someone's attention, find out just what all the hubbub was about this Scarlet Speedster. Surely, they were nothing compared to the Bat. But, well, the Batman wasn't someone she'd ever thought was worth the effort. After all, he seemed like a human. The Flash? Not so much. There was a twisted little smile on her lips as she stood at a four way intersection. Her fingers curled around the pole that would hold up the stop lights, tendrils of ice slowly creeping their way up. "It's such a warm day. Starting to get the feeling everyone should cool off," she mused. Her brown eyes started to gleam over as an icy blue sheen took over, a thin layer of ice spreading over her skin, her clothes, even her hair. She wasn't wearing any special clothes. Just a pair of dance pants for easy mobility and her usual hoodie, hood down. Though, at her side was her compact cold gun, just in case her ice wasn't enough for this venture. What? It was fashionable, and she wanted to make sure she was prepared! It didn't have to be much to get anyone's attention, or at least that's what she told herself. And she knew just what she wanted to do. Something that wouldn't necessarily make any deaths directly her fault. She brought her free hand up to her lips almost theatrically and blew across it, her breathe visible in the air. The sparkling of ice seemed to flutter out of her hand, but it was more so for the act as ice spread out fast along the intersection. The cars never had the chance to see it coming as the ones trying to stop started to slip and slide into the center of the intersection. Other cars trying to stop or swerve out of the way couldn't seem to get the traction they needed. A car crash, pile up really, just ready to get worse. Incidental death would be a small loophole, she thought to herself. She let go of the pole and took a few steps away, trying to distance herself enough not to get hit. Maybe not the most dramatic or theatrical ways to grab his attention, but boy did she have a feeling it would work just as well. 556 | Walter West | Well.. she tries to follow the Rogue's rules. She'll probably hear about this from her brother at some point but eh, she wants to have some fun xD |

Walt usually covered each major street of the city first, often canvassing the secondary streets, the slums, and much of Central City's underworld at least a few times each day. He ordinarily stumbled upon anything major before he picked up on it through the police scanner in his suit's comm system, and today was no exception.
When he heard the screech of metal on metal and the squeal of burning rubber, he honed in on the noise within a few seconds- thankfully, he was only a few blocks away.
"Is anybody hurt?" These were typically the first words out of his mouth when he arrived at minor incidents like these. As he glanced at the two cars that had collided and noticed a grown man helping another out of a damaged car, he made several observations.
First, nobody appeared to be seriously hurt.
Second, the traffic light and much of the inersection was frozen solid.
Third, there was a woman smiling, staring at him from just a few feet away. Under normal circumstances, Walt wouldn't have reacted so hesitantly, but this one had a gun, a weird one, at her hip.
Walt disappeared. He reappeared in the lobby of the Central City Police Headquarters. To the dispatcher at the front desk, he stated concisely the address and the nature of the accident so that she might organize some sort of response to what was surely becoming a traffic nightmare. The officer, whom Walt recognized, was used to this kind of interaction by now, and nodded curtly before picking up the phone by her hand.
Next, he picked up a pizza from Central Slices, his favorite.
As he reappeared behind the mysterious woman at the crime scene, seconds after she had first seen him disappear, he opened the lid of the box and spoke.
"Do you like pizza?"

You're as cold as ice and you never take advice She had to admit, she was almost disappointed that the crash wasn't nearly as big as she had hoped it would be. The injuries weren't as harsh as had hoped either. Oh well, she supposed that meant the cardinal rule wasn't broken at least. There was a man out there trying to help, checking on the injured. Her fingers flexed a moment, ready to make let more ice spread thicker along the intersection, wanting to see it curl around the man's feet. But before she did, he appeared. It was almost like he had come out of thin air. One second nothing, the next second, bam! Oh, now wasn't that just lovely. A small smile was pulling at the corners of her lips. She didn't say a word, no, she observed at first. To be fair, she'd never really gotten the chance to see a real hero up close before. Usually, her antics were met with cops failing to catch her. Wasn't that hard to get away from the Gotham Police. But this wasn't Gotham. It wasn't her grimy little home. Already, though, she was starting to like it more. This 'Flash' disappeared about as fast as he'd got there. But if the stories were true, she shouldn't worry, he'd be back. He was the Flash, after all. Fast as lightening, maybe even faster. But everything has a freezing point. With the speeds he tends to go at, her mind was already starting to race with ways she could slow him down. The thermokinetic cryokinesis could only go so far. But the gun, it's condensed energy, she wondered just how reliable it would be. Almost as fast as he had disappeared, she could feel him behind her. The small wind that had been created by his running was what really tipped it off. Small, but noticeable. Her fingers flexed again and she didn't bother turning around to face him. "I'm more of a burger and fries kinda girl, actually. But, you know, it's the thought that counts." She glanced around the intersection, the fingers on her left hand making a small twirling motion as a small, chilly wind started to blow through. She started making the ice spread over cars, trapping a few who hadn't been smart enough to get out inside of the frozen death traps. Others out in the intersection trying to be help could feel the ice crawling up over the feet and slightly up their legs. Crawling, spreading, wanting to make sure they turn into pretty little statues out here. "But, you know, I think I can chill for a moment, take a slice. Don't know how many of them can handle the cold, though."449 | Walter West | Okay, not as good as I was hoping but hopefully good enough. Still getting into her character, I suppose. |

Walt stiffened. He wasn't ready to toss this girl into the "Incorrigible" pile just yet, but she was certainly proving that she didn't mind antagonizing him. Well, he'd still had worse from Marty, he supposed.
"Great! Hold this." Leaving her with the pizza, he zoomed from car to car. With his first lap, he picked up the individuals who were both unharmed and outside of their vehicles. He deposited these individuals a few blocks away, standing confusedly but safely in the entrance plaza for the nearest hospital, should they feel the need to seek further attention. On his second lap, he tended to those who were trapped in their cars. Easily generating enough heat to melt the cars enough to wrench the doors open, he systematically withdrew the frightened passengers. These individuals he decided to deposit within the waiting room of the same hospital, knowing that the nature of their minor injuries would be easy to convey to the nearest professional- nothing worse than hypothermia, he was sure.
Having cleared the intersection of all civilians, he returned to the woman. All that remained of the chaos she had wraught so far was a dripping traffic light, several dozen damaged automobiles surrounding the central accident, and several large puddles.
"Alright," he started in. "Listen." His tone was stern, but easygoing. "I like you. You took the pizza. You passed the test. But, lady, you know I can't let you go making icicles outta traffic lights. There's an ice-skating rink like two blocks away. Now you could go there, or anywhere else, or you could go to jail, but I swear to you the food isn't as good there." It was typical of Walt to try to joke some of the less committed criminals out of a bad day. He hoped it would work for this lady. She didn't seem manic, or even seriously hostile.
Walt put on an earnest smile. "Can I buy you a snowcone?"

There was a sudden sonic boom off in the distance as Jor dropped back down to subsonic speeds. He had decided to see how some of his friends lived around the country when they weren't off being Titans. Jor thought the first place he'd stop was Central City. Walter had always been kind to him and so he thought it would be an interesting experience to spend a day in his life. Jor's super hearing allowed him to hear the accident as he approached. He saw a red streak taking care of things and people with his telescopic vision.
Jor made a quick pass overhead and used a low level blast of heat vision to melt the rest of the ice and vaporize the water into harmless steam. Internally, Jor remarked about how different this level of control was from weeks ago when he couldn't figure out how to turn the heat vision off. He wondered how ice had been formed on a warm day like today, but Walter seemed to be having a conversation with a girl. He wondered if he should land and get involved. Human mating rituals were more complex than he thought and he didn't wish to interrupt.
After a few moments of pondering, Superboy landed. "Hello, Flash. I was in the neighborhood and saw that you looked like you could use some assistance." He reached over and moved a car off the sidewalk, putting it back on the street in a parking spot, before repairing the damage to it with one of his powers. Jor gave Nora his best smile. "Hello. Are you a new hero as well? I have not met you before."

You're as cold as ice and you never take advice She wasn't sure what was more predictable: how fast he'd gone to their rescue or the fact that he'd handed her the pizza. She took a hold of it, letting her ice form over the box as she watched, studying, trying to figure him out. His speed was definitely something more thrilling up close. She kept pushing for small amounts of ice to keep going back where he melted it. It was quite something, though, feeling the subsequent heat energy being put off by the way he ran, trying to melt her little project. Really, if she cared enough, she could keep it going, maybe even direct that energy herself towards him. No, that'd just be taxing. Besides, that's what she had the gun for. Now, if only the heat he was giving off had a more condensed energy release. It'd feel so nice to get a little pick me up like that. Well... she had the pizza at least. She could turn away, see if he'd follow, find a spot she could get him cornered. But something told her that she wouldn't really make it too far before that point. Before she really had the chance to even do such a thing, the boy was back in front of her, taking the box away. She had to admit, the antics were amusing. Right down to the tone of his voice. Like he was trying to be all stern with her. There was a part of her, and she wasn't entirely sure just how deep down it was, that wanted to grab a hold of him and see how fast the Flash can run when he's got ice trying to slow his molecules down. That part was closer to the surface than she really wanted to admit, but she didn't do it. No, she wasn't stupid. She didn't have the training her sister did, the training her brother had. She didn't want to start a senseless fight. She just wanted some fun. Ruining people's days was always good for laugh, especially with how annoying people could be. There was also the smallest part of her, that part of her that still felt like Nora, how she'd been just a few short months ago. Before the accident, before her body'd been chilled and her entirely physiology was mutated. She wasn't sure she wanted that all too shy and weak persona to bleed through. "Oh, who am I kidding, you're so right." She put on her best pout, eyes turning downward for a moment. Her fingers twitched, wanting to go for the gun so bad. She hadn't really tested it much since she got her powers, she just knew how to keep it's energy supply going. He'd be so perfect. And yet it seemed a much better test subject was presenting itself. "The food is terrible and I'd never last in jail. I didn't want to go there. I just wanted... I don't know..." Those turned down eyes slowly moved away from the ground and towards the intersection, her head turning slightly. Frosty blonde hair fell down around her eyes as she forced her fingers to stop twitching and to curl up into tight little balls. "I wanted to meet you, you know? And then I let that stupid, stupid power get to me." The voice of the other boy filled her ears as she paused. He posed a question to her that made the wheels in her head start to turn. The corner of her lips twitched, trying not to smirk. Thankfully hidden by her head. "Just wanted to make sure you were really you, not some phony."Nora flexed her fingers back out again, the frost over her fingers flicking out towards the ground. She shook her head as she brought a hand to her chest, looking over at the new comer. She wasn't sure if she recognized him but she swore there was something familiar. The way he spoke to the Scarlet Speedster told her they knew each other. Meaning he was likely a hero. She'd seen him on the news at least once, no doubt. "Me? A hero? Oh, I could never be a hero. Not like you or the Flash. I can only dream but, well... I'm not the best with these darned powers and sometimes they just get the better of me! No, I'm just..." she paused, trying to find the right word. Mutant? No, that wasn't right. Abomination? Probably closer. No, she was looking for a very specific word, one she remembered hearing as a very little girl. Or were those just her dreams? She could never be too sure. "Just another freak a gift." There was an angle here she knew she could play up. With how easy-going this flash was being, she wanted to try at it, see how far she could take it. Best case scenario, she gets to observe and analyze two heroes. Worse case scenario? She ends up killing a few people or having to break out of a jail cell. But she was sure she could keep out of there. 851 | Walter West, Jor | Alright, so she got this crazy little idea into her head because of Jor and it probably won't end well buuut her muse refuses to let her go at it from any other angle. hope this is alright~ |

Walt lit up as Superboy landed.
"Supes! Always happy to see you, man, you look great!" Walt loved the Boy of Steel... or Energy... whatever. Something about his wide-eyed naivety (which supplied Walt with an endless supply of jokes) had helped Walt develop a fondness for his teammate, and something about the Kryptonian's near-invulnerability had taught Walt a rare lesson about respect.
Walt brushed off Superboy's offer of help. If there was any chance of avoiding confrontation with the girl, Walt was going to protect it. Besides, the three of them could make an interesting outing. He made a serious effort to put the three of them on the same team.
"Well, there was some sort of issue- burst pipe, or something- anyway, I was about to show my new friend around the city! Maybe you'd like to join us? See what humans- and heroes- have to offer." He shot the lady a friendly look upon mentioning heroes. Two birds, one stone, he thought, and he did love being the center of attention. He turned now to address her, smiling.
"M'lady, this is my good friend Superboy, defender of all things just, good, et cetera. And how might we have the honor of addressing you?" He offered his widest smile, and it was sincere. Walt liked where this was going, and he hoped he wasn't being naive himself.

Jor returned the Flash's smile. Walter was always nice to Jor. He and his friend Marty had been teaching the boy about the ways of the world and how to use humor. It was very important to Jor because it would help him observe them and better his understanding of them. "Greetings, Flash. You look satisfactory as well." Jor looked to Nora and gave her a quick scan with his x-ray and microscopic visions. He could see some sort of cellular mutation had occurred. He wasn't sure what caused it.
When Nora referred to herself as a freak, Jor frowned. "I have learned that the circumstances that give you your powers mean nothing. It is in fact what you do with those powers, miss." He saw the frost fall from her fingertips and put the pieces together. "Cryokinesis. Interesting." This was said matter-of-factly. There was nothing in his voice other than curiousity.
There was no clear way for Jor to tell when Walter was lying. His heart was already beating too fast for Jor to have a baseline and his body's metabolism functioned on a much faster scale. Still, Jor could see with his super senses that there was no burst water line. The haste Walter's explanation involving a burst pipe came, told Jor that he should drop the subject for now. He had learned that much from humans thus far in his short time on Earth.
"I would be honored to accompany you both. I came in the hopes of seeing a day in your life. This will work nicely." He listened to Walt introduce him. "Pardon me, Flash. I also like tacos. You left that out." There was a slight smile on his face.

You're as cold as ice and you never take advice It was soon after the newcomers landing that she was given a name for him. Or, at the very least, a nickname. Supes. That was usually a name reserved for a small group of people. The 'Supers'. Like Superman or Supergirl. And, considering this ones appearance, if he was a Super, she quickly came to the conclusion he would likely go by Superboy. Then again, looks could be deceiving, she knew that all too well. Still, she tried to keep herself being more like 'Nora' and less like herself. After all, if she could get close, learn something of value, her and Leandra could serve up the Flash on a cold cuts platter to their brother! 'Yes, because that would be oh so smart. No killing heroes, remember,' she bitterly reminded herself. Ah well, what Cold didn't know. What she hadn't quite expected, as she was about to speak up about the icy road and accident, was that Flash was going to lie for her. Weird, weren't heroes supposed to be 'honest and good'. Yeah, right. Heroes were no better than the rest of humanity, they just thought that they had rights to take the law into their own hands was all. Despicable. They certainly would make nice little ice sculptures, though. Her head jerked towards Jor, giving him her attention as he seemed to speak to her. He was saying something about power, probably because she had called herself a freak. Compared to the rest of the world? That is exactly what she was: a freak. She never said she was ashamed to be a freak, though. She was granted a wonderful power, one that allowed her to do things only a few before her could. Oh, how it was such an honor to know she was mutated just like the first few Killer Frosts, and she would be the best. Or, at least, she would be with Leandra at her side. Killer Frost twins, their names would go down in history someday. Just not yet. She brought up one hand, swirling it around to create a small bit of what appeared to be snow, making it fall from her finger tips. "Yeah, something like that. I'm a real life Elsa, shitty control... well, emotional control loss included," she said, almost solemnly. She was probably lucky, with her heart so cold, practocally frozen, it didn't tend to beat out of wack. Not to mention, lying was an art she had long since mastered. Nora had to stop herself from smirking at that. She had just gotten an invite to get shown around by the Flash, which meant getting the chance to actually see him at work. The chance to study him. Her eyes almost flashed blue again as she reached up to push the hood completely away from her face, a hand brushing the loose blonde strands away from her eyes. She offered the faintest smile she could, trying to keep up portraying just a slight bit of shyness. "I'm Leona Sna... Snow. Leona Snow. But i guess... you guys could call me anything re-really. I don't have some cool heroes name like Superboy. Or the Flash." She added a hint more of admiration as she said the Flash, though. "But it would just be... so great to see two real heroes at work."xxx | Walter West, Jor | yeeeah... I'm terrible. I am so sorry. Muse for her was low because she wants to wait for her sister and then laptop decided to die again and, while i had something started on there, i might as well rewrite it because she's been getting antsy lately. Snow .
Well, he would melt that bridge when he came to it.
"Y'know, I think you're too hard on yourself. I think it's pretty coo... neat. What you can do, I mean. You could change a lot of lives with that." Walt was positively beaming. Related to Rogues she may or may not be, but she wasn't off to Snow .

"Y'know, I think you're too hard on yourself. I think it's pretty coo... neat. What you can do, I mean. You could change a lot of lives with that." Walt was positively beaming. Related to Rogues she may or may not be, she wasn't off to an irredeemably terrible start in Walt's book. He hoped she'd show her heroic side if they did. Well, hell- he hoped she had one.
"Now, I believe the big man mentioned tacos!" Walt rested a hand on Jor's shoulder. "And you, Leona, look like nobody's bought you a meal in too long a time. I know a place. Let's go."
As the three of them turned to walk down the street, Walt's head buzzed with a million questions. He, as usual, attempted to cover at least half.
"So, Snow! Tell us everything. Do you live here? With family? And what do you do for work? Modeling? Maybe dabble in some minor roles on Broadway? I mean, judging from a few blocks ago, I'm guessing it can't be plumbing." As Walt talked at his usual restrained pace, he was wondering about the lady. He hoped, even after hearing her entirely-too-adorable-and-therefore-clearly-false new persona, that she could eventually be trusted. Not that people usually followed up an orchestrated traffic pileup with an oath of fealty.
"Whaddyyouthink, Supe? Preliminary analysis of our new friend suggest any likely careers for our ice queen?"

This was one of the stranger encounters Jor had been involved in. As he listened to Nora's words, he couldn't detect any change in her heartbeat that would denote a lie. That was good at least. The reference to calling herself Elsa, Jor got. Gabe insisted on watching a movie called Frozen and singing the songs from it every so often. That was enough for him to understand the comparison. Jor noticed that Walter was keeping his words slowed down enough that Nora could follow. That was good. Jor could follow most of the things he said at high speeds, but that took practice.
"Yes, though I don't need to eat, I have acquired a taste for Earth food. And I am a fan of your tacos." He offered a smile to Leona. "Nice to meet you, Leona Snow. I am Superboy. Though my friends call me Jor. You may call me whichever you like."
Walter's question gave Superboy a pause. He was clearly joking. This was now Jor's time to shine. "Well, depending on finer control... Ice cream parlor owner? Snow Cone maker? Ice Sculptor? Zamboni?" He smiled at Walt looking to see if he had understood the situation correctly. "Otherwise, I would suggest superhero."

You're as cold as ice and you never take advice It was almost weird to think a guy so nice was really the thing the Rogues hated so much. She couldn't really care either way. Superpowered or not, he was still, to a degree, human. And everyone knew she couldn't care less for his, or anyone else's safety, save for a few. Killing him would be an eventual pleasure but no such thing would happen anytime soon. Not when she had this act to keep up. She couldn't believe, of all the last names, she used 'Snow' to cover up 'Snart'. It was the first to come to mind, though, when she thought about her middle name. Caitlin. Funny, the two new Killer Frost's both have middle names reminiscent to the ones that came before them. "I mean... i guess it's pretty cool," she mused. "But as cool as they might seem, controlling them isn't always the easiest." That wasn't necessarily a lie either... They weren't the easiest, but her own control was usually pretty perfect. She just had to make it look less than such now. Which wasn't actually all that hard. As she walked with them, a bit of frost and ice seemed to get left behind, spreading from each step she took. It didn't spread far and seemed to melt just as quickly as it had formed there. She glanced to Superboy, offering a soft smile. She almost felt sick doing this but boy would it impress Leandra... or so she hoped. "It's nice to meet you too, Jor. I never thought i would meet someonr of the Super family here," she mused quietly, stuffing her hands into her pockets as if to hide the frost that still covered them. Flash started asking a million questions and she followed them with a bit of ease. She kept her voice soft, quiet as she answered carefully. "I... i think i have family here. I don't really know. I was adopted... just kinda moving back here in search of the people that left me behind, ya know?" She said. She listened to Jor's answers and shook her head. "Actually I'm a... I'm a scientist, believe it or not." That one was a truth, though not enough of one to give them much information on her but hopefully it would suffice. "And i already said, I'm no Superhero... I don't really think i could be. Not when all my powers seem to do is hurt people."Someday you'll pay the price, I know ✿

Walt beamed with pride at Jor's list of suggestions and barked with genuine laughter before clapping the other boy on the back. His comedy training was really paying off. Then Walt was smiling and nodding (not unlike an idiot) as Leona answered his questions and told them about herself. Potential archnemesis or not, she was at least engaging. And as archnemeses went, she was working her way up on Walt's list of preferred options.
Walt's hypersensitive senses picked up on the minuscule ice particles trailing behind the girl (as, he was sure, did Jor's,) and as she spoke and he listened, he contemplated the possible motivations of the "Snow" girl. She had started to say "Snart", of course. Walt knew enough of his family's history to understand what that implicated. But, for the time being, he was sincerely enjoying the girl's company, and she seemed to be enjoying her acting gig. Why make trouble? he thought to himself, still smiling.
When she delivered the line about never being a superhero, Walt responded the way anyone who knew him could have predicted. Snorting, he flapped his one hand quickly in an oh, please gesture.
"C'moon, Leona! You're standing here with a guy who could commit every crime in the book before having to blink, and a... well, he's got an "S" on his chest." Walt held a hand out to Jor, smiling and looking him in the eyes. "If he weren't such a boy scout himself, that'd mean trouble."
Walt returned his attention to Leona, and when he spoke, he adopted a tone of friendly seriousness.
"You always have a choice, Leona. I mean, we did." Walt passed a hand between Superboy and himself. "There isn't anything that came before that can determine what you do next if you don't want it to."
