Walt sports a new pattern of bruises and scrapes several times a week due to a mingling of his recklessness and uncontainable speed. However, one is just as likely to overlook them, given his tendency to heal rapidly.
Equipment and Weapons:
Given the nature of his powers, Walt rarely needs to carry equipment on his person. His ability to generate his costume by drawing upon the Speed Force replaces the need for a ring containing one, and in place of a Teen Titans communicator, he tends to indulge in personal (often unannounced) visits.
Powers:
Top Speed: As the Flash, Walt can travel at well above the speed of light. His agility, stamina, and reflexes are unmatched, allowing him to run at whatever speeds he believes possible. At times reaching 150X the speed of light, Walt has not yet discovered his upward limits.
Healing: Walt heals at a rapid rate, so his body is capable of rectifying broken bones in hours and expelling toxins in mere minutes.
Energy Manipulation: Phasing and time travel are both within the realm of possibility for Walt, given his ability to attune with natural forces. However, he can only manipulate these forces to the extent that he understands them. In other words, he only artificially recreates the circumstances that would cause air, wind, or water to behave a certain way.
Skills:
Enhanced Reflexes: Given the state of Walt’s anatomy, many of his reflexive functions are performed at some of the greatest speeds of he could achieve. In moments of rushed self-defense, Walt has often been left, bewildered, amongst the unconscious bodies of his attackers.
Accelerated Learning: Walt’s cognitive faculties have been jump-started into such a rapid state of constant assimilation that he is able to conduct calculations of many sorts in a fraction of a second. However, this is limited to knowledge he either already possessed or had time to learn (which, of course, would also take only a fraction of the time it would take others.)
Knowledge of Criminal Sciences: Foregoing his formal education in order to dedicate himself to his family’s legacy of heroism, Walt spends much of his free time (of which he possesses infinitely more than the average metahuman) collecting and reading books on criminology, law, fighting styles, and anything else that may assist in his crusades.
Unarmed Combat: It goes without saying that Walt’s particular skill set makes him a terrifying hand-to-hand fighter.
Weaknesses: (3 minimum)
1.) Ain’t No Brakes- Despite his body’s natural resistance against most debilitating substances, any influence beyond Walt’s ability to reconcile (magic, equal and opposite kinetic forces, etc.) could make it impossible for Walt to navigate at the insane speeds to which he is accustomed.
2.) Things Started To Get Blurry At Mach 9- As Walt is still young and does not fully understand the potential of his relationship with the Speed Force, he is in constant danger of inadvertent time jumps, assimilation into the Speed Force, dimensional paradoxes, etc.
3.) Make It A Double- Walt inherited his predecessor’s insatiable appetite, and therefore requires massive amounts of caloric energy to sustain his own base biological functions. He has trained himself to “fast” for far longer than the average human would be able to survive, but at the cost of the efficacy of his powers.
4.) No Gods Or Kings- As a human, Walt is fundamentally susceptible to bulletfire, disintegration, excessive trauma, etc.

Children: None
Extended family: Rudy and Mary West (paternal grandparents)

THE REST
Personality:
Walt possesses the inimitable temperament of an already-impatient teenager mingled with the infamous speed that disavows the need for caution. As a result, he is often rash and too quick to act, but he never risks his confidence in his abilities against the safety of others. Despite his powers, he is often subject to his more (teenage) human tendencies: laziness, flippancy, cockiness, etc. He enjoys the advantage of always being the first to joke, and even enjoys criticism for not always taking his duties seriously. Still, he cherishes his responsibilities as a hero, and his loyalty to his friends- above all, his closest friend, Marty Jordan (the current Green Lantern) - is his most defining characteristic.
History:
Linda and Wally West always knew that their son would be a speedster. After his first word, before he truly learned to speak, he would spew his own personal baby-speak at such a speed that it was all his parents heard for the first few months of his life. That wasn’t the strangest part of Walt’s upbringing, though. His parents would often leave him for a room for only a moment before returning seconds later to find him in a different part of the house. Sometimes, this movement would be accompanied by a red streak, noticed only, if ever, by Wally, his father. Walt would always be giggling when his father found him, leading the latter to believe that the Speed Force had as much of a hand in his upbringing as he did.
As he grew older, he often displayed his father’s adolescent affinity for mischief. Nothing more harmful than a harmless (occasionally brilliant) prank would interfere with his father’s teachings, however. But it was not until Walt met his close friend Marty Jordan during grade school that he began to aspire to protect people- indeed, it seems that the Flash Family’s relationship with the Green Lanterns laid the groundwork for Walt’s heroic ambition. He joined the Teen Titans with Marty a year ago in the hopes of following both his father's advice and his best friend. His relationship with his mother and siblings was warm, if not binding. Since then, and as his powers developed, Walt would begin his own crime-fighting campaign in Central City, closely monitored by his father. However, after the attack by Thanos, Darkseid, Dormammu, and the others, Walt has trebled in ambition. However, he had no idea where to start, beyond his friends, and had consequently been pursuing his crime-fighting career mostly single-handedly until recently.

Sample RP:
Walt had only stopped tapping his foot when he noticed that he had drilled a hole in the floor about six inched deep. He looked down, stopped his foot and muttered an expletive under his breath. Then as he realized the absurdity of his accident, he broke into a good-natured smile and chuckled to himself.
When his father appeared in front of him a split-second later, he was on his feet.
“Dad! Are we good to go? You’re late again. You said eleven.” Walt was eager to go. His father glanced at his watch. The display read 11:00:02. Wally West smiled to himself and replied, “Well, then we’d better get going. Take it easy on your old man, huh? It’ll just be a quick jog.” Walt responded with an exaggerated groan of exasperation before they took off.
At 11:00:47 they were sitting side-by side with their legs dangling over the Great Wall, eating out of plastic containers with chopsticks. Walt always enjoyed these little adventures with his father, but they also depressed him. Even now, he noticed his father’s slightly labored breathing as he ate. Walt had always wanted to be the fastest man alive, but he loathed the technicality by which he had come to that title.
“Dad…”
“Yes, Walter?”
“I was thinking about what you said.”
“You know I can tell when you’re lying, son.”
Walt laughed. “No, I mean it. I was thinking about what you said. About joining a team?” He looked at his father. “I’m going to. I’m ready to be like you and the others who-“
“No.”
Walt was startled. His father, for all his former hyperactivity, had always been patient, calm, and quiet since the battle. The tone with which he voiced his objection scared Walt.
His father was silent for a moment before speaking. “You won’t be like those of us who fought in New York. You won’t watch anyone die. You will sprint faster than they’ll think. You’ll run until your feet bleed. You’ll end fights before they begin.” Wally was close to tears, but his fury kept him calm. He turned to face his son and grabbed his shoulder. “Walter, you listen to me. You find the best reason you have to be a hero, and you die before you compromise that. Protect who you love. And if anybody… anybody compromises that… you make sure they’re still bleeding when they wake up. Just so they don’t forget.”
Walt never asked about the battle, and this was why. He knew his father had suffered losses, and that he had changed from the lighthearted man he was. It made him angry to remember how his father used to make him laugh. More than that, it made him proud, and it made him certain.
“Alright, Dad.”
“I love you, son.”
“I love you too, Dad.”
“Race you home, Kid Flash.”
Walt shot his father a disapproving glance. “You know I hate that.”
“Yup.” Walt caught a glimpse of his father’s smirk before it was replaced with his absence. Walt smirked and mumbled “Cheater.” Then he took off after his father.
